PITTSBURGH — A man is facing charges after police say he used a hammer to hit a woman in the head and damage a vehicle in Pittsburgh.

According to court documents, police were called to the 950 block of Second Avenue, near the Allegheny County Jail, at 4:21 p.m. on Monday for reports of an assault.

While en route, officers saw Robert Notter walking away from the scene, towards the 10th Street Bridge. They immediately stopped to detain him.

When officers arrived at the scene, they spoke with a victim who said he and his friends had been parking in the area and were hanging out in a Gray 2021 Nissan Versa in a parking lot. One of those friends was a woman who was sitting outside the vehicle in a wheelchair.

The witness told police they were interrupted when Notter arrived and began throwing rocks at the vehicle.

A member of the group told him to stop and leave the area. Police say Notter did, but later returned with the hammer.

That’s when, witnesses say, he began smashing the front passenger-side window and the windshield with the hammer.

A member of the friend group tried to interfere, but police say Notter punched him in the face. The woman in the wheelchair then got involved, and Notter hit her in the head with the hammer in response, police say.

Medics treated everyone who was injured at the scene.

Police say Notter told them he had been threatened and was defending himself.

He was placed into custody and taken to the Allegheny County Jail.

Police say Notter had a failure-to-appear warrant out of North Versailles and had been reported missing out of Wilkins Township.

In 2024, Notter was sentenced to 16 months in jail after federal investigators said he contacted businesses and organizations in Yadkin County, N.C., and left text messages and left voicemails pretending to be someone else and threatened to kill the recipients.
