They have been working without a contract since their prior four-year agreement expired in August. Union members have <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2025\/11\/21\/principals-union-demands-new-contract-watlington-optimistic-about-deal\" rel=\"nofollow noopener\" target=\"_blank\">packed school board meetings<\/a> and <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2025\/11\/18\/city-council-questions-school-district-officials-on-operations-and-budget\" rel=\"nofollow noopener\" target=\"_blank\">a City Council hearing<\/a> in recent weeks, increasing public pressure on the district to reach a deal. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">But a strike threat was never on the table. A longstanding provision in nearly all of the union\u2019s prior contract agreements, <a href=\"https:\/\/www.paprincipals.org\/wp-content\/uploads\/2022\/12\/winter18mag-legal-corner.pdf\" rel=\"nofollow noopener\" target=\"_blank\">as well as Pennsylvania\u2019s Act 105<\/a> law, forbade administrators from stopping work. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The new tentative agreement \u201cwill provide continued stability for our administrative leaders,\u201d said CASA President Robin Cooper in a joint statement with school district Superintendent Tony Watlington late Monday night. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Cooper said the agreement addresses key issues for union membership including wage equity for administrators who have several years experience in the district, across-the-board salary increases, and includes \u201ccollaborative language\u201d that \u201caffirms the dedication and innovative leadership\u201d that school principals provide, \u201crecognizing them as pivotal change agents, who drive both student and teacher success.\u201d<\/p>\n<p>We&#8217;re here to help.<\/p>\n<p>Every day, Chalkbeat Philadelphia reporters are answering your questions, following the money, and digging into what&#8217;s happening in the city&#8217;s public schools.
