{"id":50381,"date":"2025-12-02T20:31:20","date_gmt":"2025-12-02T20:31:20","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/50381\/"},"modified":"2025-12-02T20:31:20","modified_gmt":"2025-12-02T20:31:20","slug":"opponents-argue-sinkhole-risks-at-proposed-wood-avenue-warehouse-as-final-decision-nears","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/50381\/","title":{"rendered":"Opponents argue sinkhole risks at proposed Wood Avenue warehouse as final decision nears"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"N5H44MUY5ZFVDD6MSXAG6PC4NM\">As one component of the Wood Avenue megawarehouse project is pending for Easton\u2019s Zoning Hearing Board, both developers and opposing residents are continuing to put up a fight. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KSFZA7VMP5C4JMFLZZBFROROQA\">Scannell Properties\u2019 request for a special exception to relocate an existing tributary that will daylight into the Bushkill Creek, a retention basin and a 40-foot-wide access road within a designated floodplain continues to move through the zoning hearing board. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"THPMBTI7WBCZ7HERBJI4T3KCMY\">The relocation is one piece of Scannell\u2019s plan to build the million-square-foot warehouse at 1525 Wood Ave., which is named Easton Commerce Park. This component requires a separate approval from Easton. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"44MMZFCLOBBTLPM4UE5TZRVZUE\">The Easton Planning Commission voted on this specific piece in <a href=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/08\/million-square-foot-warehouse-faces-setback-as-easton-give-thumbs-down-to-floodplain-work.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/08\/million-square-foot-warehouse-faces-setback-as-easton-give-thumbs-down-to-floodplain-work.html\">August<\/a>, recommending to the zoning hearing board to not approve it. Separately, the planning commission must make a <a href=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/11\/wood-avenue-warehouse-opponents-plead-case-1-last-time-easton-planners-to-decide-next-month.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/11\/wood-avenue-warehouse-opponents-plead-case-1-last-time-easton-planners-to-decide-next-month.html\">final decision<\/a> on the entire warehouse project, which will take place at its meeting at 6:30 p.m. this Wednesday in Easton City Hall.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XYLITC3VMJDDNOWDRR563UQZZY\">The zoning board first heard testimony from Scannell representatives on <a href=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/09\/easton-residents-bring-attorneys-to-challenge-wood-avenue-warehouse-proposal.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/09\/easton-residents-bring-attorneys-to-challenge-wood-avenue-warehouse-proposal.html\">Sept. 18<\/a> after the Easton Planning Commission recommended not to approve the plan. Expert witnesses included project manager Donald Haas and environmental consultant Jeff Smith. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6RMZW6JWZZEUDKMKJ2ILPM6NM4\">Residents opposed to the project began presenting their case, led by attorney Edward Shaughnessy on <a href=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/10\/opponents-say-proposed-wood-avenue-warehouse-in-easton-will-pose-flood-risks.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/10\/opponents-say-proposed-wood-avenue-warehouse-in-easton-will-pose-flood-risks.html\">Oct. 27<\/a>, with witness professor David Brandes.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Q7R644ISRFCEBEWTCK3O7YDQ64\">Testimony resumed Monday night with geologist and Lafayette College professor Dru Germanoski, who outlined risks associated with moving the tributary through a landscape underlain by carbonate rock formations.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IYMAXEXVXNFQPKRTEKW22MLB2I\">\u201cThe main issue with carbonate rocks everywhere is the potential for sinkhole development and surface instability,\u201d Germanoski testified.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6SCTSIYH5FDAZO4SHWATSJFTRM\">He explained that redirecting a perennial stream could channel new water into subsurface voids, potentially triggering collapses over time, particularly in areas where soils and unconsolidated materials overlie fractured rock.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IPIIXVJV6BB4VDIHQZE34HYSIA\">Attorney Mark Kaplan, representing Scannell, made several objections during Germanoski\u2019s questioning and testimony. He was unconvinced Germanoski was an expert in the matter at hand. We are here about this little piece of the property where the creek is being relocated,\u201d he asserted. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GYWRE2VHXZCTFLFIZLUAG465PQ\">The many residents in attendance were displeased with Kaplan\u2019s many objections and were vocal during the meeting. Solicitor Robert Nitchkey had to remind residents to remain quiet during the testimonies. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5YL375N52NF35HL3IGK6IO43MA\">During cross-examination, Kaplan pressed Germanoski on the extent of his site-specific knowledge and the scope of his review. He acknowledged he had not conducted fieldwork inside the property lines because the property is private but had reviewed available reports, including an April 2024 geotechnical study.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TU7SE6WCCVBGDEGR7RG2FDVN2Q\">Kaplan also questioned whether sinkholes have been documented historically at the site and whether Germanoski could comment on the integrity of the existing culvert.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TGBWRVP37VHQNFNKA33RE2QLXQ\">Germanoski said there was no clear evidence of recent sinkhole activity and that he could not assess the culvert\u2019s condition because he was unfamiliar with its construction.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ACD77Y7UMZBC5LXXEWH2Z67V34\">Attorney Cody Harding also cross-examined Germanoski, representing the <a href=\"https:\/\/www.lehighvalleylive.com\/news\/2025\/05\/they-do-not-care-about-us-why-this-coalition-is-resisting-warehouse-plans-in-wilson.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.lehighvalleylive.com\/news\/2025\/05\/they-do-not-care-about-us-why-this-coalition-is-resisting-warehouse-plans-in-wilson.html\">Stop the Wood Ave Warehouse Coalition<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"25HHINCMDJCZZGHA644VW57ZK4\">Harding asked whether the transition from forested and permeable ground to warehouse development could change runoff patterns and increase the potential for surface instability. Germanoski said increased coverage generally increases runoff, and without proper management, water can mobilize subsurface materials in karst-prone areas.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OWWPXYWUQ5BFHCDJKYZPMA4KLI\">Harding also asked whether the committee should require additional subsurface testing, such as ground-penetrating radar, along the proposed stream path to detect possible voids.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UCJFKM4VYFE37LWS3JFNX6F36Y\">\u201cIf I were engineering or evaluating the stability, or potential future instability of the realigned stream, I would have geophysical surveys run along that path where the water is going to be redirected,\u201d Germanoski said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NMHWVTMBNFCKTC6LQ2IDTMMSRE\">He added that geophysical testing could reveal the conditions driving instability or help determine if the rock is \u201ctight\u201d and without major discontinuities.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EIB7VZJMJFFZRFAZRMDDJ7FL5Q\">In rebuttal to the opponents\u2019 testimony thus far, Scannell called civil and environmental engineer Frank Brown. He defended the project\u2019s stormwater design and hydrologic modeling.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NDBQ2CGB25F2PFIEOLBCCJ453Y\">He said the new channel is designed to avoid contaminated soils while increasing stability and capacity.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JI336J7QQJG3BOIFPVPNCUOBDY\">\u201cWater flowing through the new channel, as I said several times already, will be the same as the existing channel since stormwater runoff will not go through the new channel,\u201d Brown said. \u201cThe new channel will be 30% to 70% larger and basically have a much greater flow capacity than the existing channel.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NUCQZZNVPRBTNN5ZDVVEHT3QSU\">Brown also addressed a criticism from Brandes\u2019s testimony suggesting that increased runoff from these larger storms could cause harm downstream. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZNFPN3K4JFGGFAND4L3EZKSOS4\">He countered this by showing that the relative increase in runoff volume from the larger storms due to the project would be less than 1% (0.5% for a 10-year storm projection, 0.3% for a 100-year storm projection).<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DO6L5LZANVGFVL4SLERICFOD5I\">\u201cDoes anyone really think that less than 1% water is going to cause erosion downstream?
