Home prices have <a data-original-title=\"\" href=\"https:\/\/www.jchs.harvard.edu\/blog\/home-prices-surge-five-times-median-income-nearing-historic-highs\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">outpaced wages and housing availability remains limited<\/a> with the average home price in the greater Philadelphia area coming in at $390,000 according to <a href=\"https:\/\/image.m.brightmls.com\/lib\/fe2b11747364047b741278\/m\/1\/c9af2462-963d-46d5-b823-fb1b647f0582.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Bright MLS<\/a>, making it extremely difficult for first-time home buyers to enter the market. However, the City of Philadelphia has taken this challenge on with its <a data-original-title=\"\" href=\"https:\/\/phdcphila.org\/turnthekey\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Turn the Key program<\/a>, an initiative proving that with smart policy design, public-private partnership, and financial innovation, affordable homeownership can be within reach for first-time buyers.<\/p>\n<p>How Turn the Key works and why it matters<\/p>\n<p>As part of Philadelphia Mayor Cherelle Parker\u2019s <a data-original-title=\"\" href=\"https:\/\/whyy.org\/articles\/philadelphia-mayor-cherelle-parker-housing-initiative\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">plan to create and preserve 30,000 housing units<\/a> in the city, the <a data-original-title=\"\" href=\"https:\/\/www.phila.gov\/departments\/department-of-planning-and-development\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Department of Planning and Development<\/a> launched the Turn the Key program in 2022. Its mission is to build <a data-original-title=\"\" href=\"https:\/\/www.inquirer.com\/real-estate\/housing\/affordable-housing-philadelphia-real-estate-turn-the-key-home-20230907.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">1,000 new homes<\/a> for first-time homebuyers on previously city-owned land which is now in the hands of developers offering subsidized mortgages. WSFS has served as a primary lender, providing financing that enables participants to secure mortgages and own homes through the Turn the Key program.<\/p>\n<p>\u201cWe see this as an opportunity to bring some much-needed relief to the people of Philadelphia,\u201d said Dave Thomas, President and CEO of with the <a data-original-title=\"\" href=\"https:\/\/phdcphila.org\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Philadelphia Housing Development Corporation<\/a>. \u201cWe are grateful for partners like WSFS who assist these new homeowners in bringing their dreams to life.\u201d<\/p>\n<p>Beyond lending, the WSFS Mortgage team works with first-time buyers to guide them through each step of the homebuying process, from prequalification and credit education to closing. Since Turn the Key\u2019s launch, WSFS has supported more than half of these new homeowners with more than 180 loans closed or approved as of October 2025, helping make homeownership more accessible for Philadelphia\u2019s residents.<\/p>\n<p>The program\u2019s central features include a <a data-original-title=\"\" href=\"https:\/\/www.phila.gov\/2022-05-16-council-president-clarke-city-officials-unveil-turn-the-key-program-to-build-1000-affordable-homes-through-councils-neighborhood-preservation-initiative\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">second soft mortage payment<\/a>, offering below-market interest rates and grants to assist with down payment and closing costs; development on <a data-original-title=\"\" href=\"https:\/\/phillylandbank.org\/advisory-city-philadelphia-land-bank-phdc-and-partners-increasefirst-time-homeownership-with-turn-the-key-homes\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">city-owned lots<\/a>; <a data-original-title=\"\" href=\"https:\/\/www.phila.gov\/departments\/division-of-housing-and-community-development\/about\/income-guidelines\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">price restrictions and income limits<\/a>; and required <a data-original-title=\"\" href=\"https:\/\/phdcphila.org\/turnthekey\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">homeowner counseling<\/a> from the city on topics like budgeting, maintenance, and credit.<\/p>\n<p>Turn the Key\u2019s strength is in its ability to align multiple initiatives into one cohesive model: expanding homeownership, revitalizing underused land, and fostering neighborhood stability. By tying home ownership opportunities to long-term affordability rules and financial education, the program ensures home ownership is not a short-term gain, but a pathway to lasting financial security and stronger communities.<\/p>\n<p>Unwrapping the Layers of Policy Success<\/p>\n<p>Since its launch, Turn the Key, as of October 2025, has created nearly 570 homes, with just under 990 additional homes in the construction process and nearly 320 homes sold or under contract.
