{"id":61360,"date":"2025-12-15T14:09:06","date_gmt":"2025-12-15T14:09:06","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/61360\/"},"modified":"2025-12-15T14:09:06","modified_gmt":"2025-12-15T14:09:06","slug":"reading-city-council-drops-ice-rink-from-2026-budget","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/61360\/","title":{"rendered":"Reading City Council drops ice rink from 2026 budget"},"content":{"rendered":"<p>The outdoor ice-skating rink planned for Reading\u2019s Hillside Park will not be built next year.<\/p>\n<p>City Council members voted unanimously to strike the rink\u2019s budget line as part of a series of cuts made before they <a href=\"https:\/\/www.readingeagle.com\/2025\/12\/10\/reading-city-council-adopts-2026-budget-with-6-property-tax-hike\/\" rel=\"nofollow noopener\" target=\"_blank\">voted<\/a> to lower the property tax hike to 6% from 9% for the 2026 budget of $234 million.<\/p>\n<p>Some council members previously raised concerns about the project\u2019s cost, management and repeated relocations.<\/p>\n<p>Council President Donna Reed, one of the rink\u2019s most consistent skeptics, had questioned its cost and practicality throughout the process.<\/p>\n<p>Instead spending money to build a rink, she had suggested the city consider an agreement for skating at the existing Santander Arena, home of the Reading Royals.<\/p>\n<p>When the subject came up at the budget vote, Reed moved to remove the funding. The line item was struck along with several other cuts, including community engagement funds and a newly proposed budget analyst position.<\/p>\n<p>Envisioned by Mayor Eddie Moran and his administration as a seasonal attraction and year-round event space, the rink had cycled through three potential locations.<\/p>\n<p>Each move came after neighborhood objections or concerns about the effect on public space, youth sports or the surrounding environment.<\/p>\n<p>Construction of the rink first began in an area outside the Third and Spruce Recreation Center but was <a href=\"https:\/\/www.readingeagle.com\/2025\/07\/25\/reading-evaluating-alternative-sites-for-a-planned-outdoor-ice-skating-rink\/\" rel=\"nofollow noopener\" target=\"_blank\">halted when residents complained<\/a> equipment had disrupted baseball programs on the adjacent Roberto Clemente Memorial Field.<\/p>\n<p>Officials later <a href=\"https:\/\/www.readingeagle.com\/2025\/08\/14\/reading-selects-city-park-as-new-site-for-outdoor-ice-skating-rink\/\" rel=\"nofollow noopener\" target=\"_blank\">moved the proposal to City Park<\/a>, where a two-hour public meeting drew dozens of <a href=\"https:\/\/www.readingeagle.com\/2025\/08\/27\/reading-residents-raise-concerns-over-proposed-ice-rink-in-city-park\/\" rel=\"nofollow noopener\" target=\"_blank\">residents worried<\/a> about noise, parking, litter and the loss of mature trees.<\/p>\n<p>More recently, the administration shifted its focus to <a href=\"https:\/\/www.readingeagle.com\/2025\/12\/02\/christmas-on-the-mountain-opens-after-delay-amid-uncertainty\/\" rel=\"nofollow noopener\" target=\"_blank\">Hillside Park<\/a>, where officials said a level surface and access to power made the site feasible.<\/p>\n<p>Last month, the city announced its latest plan to incorporate the rink into a $4 million redevelopment of Hillside that includes a splash pad and other amenities funded largely through state and federal grants.<\/p>\n<p>Council members said the decision to remove the rink from the budget was less about rejecting the idea outright and more about recognizing the project\u2019s unresolved problems.<\/p>\n","protected":false},"excerpt":{"rendered":"The outdoor ice-skating rink planned for Reading\u2019s Hillside Park will not be built next year.
