But it has prompted an angry appeal by a U.S. lawmaker to Philadelphia Mayor Cherelle Parker to scrap the plan. <\/p>\n
Philadelphia City Solicitor Renee Garcia told Newsweek that there had been flag-raising ceremonies in the city for at least 20 countries this year which were not official endorsements of any foreign government, but expressions of cultural pride.\u00a0 Newsweek has contacted the\u00a0Pennsylvania\u00a0United Chinese Coalition for comment.\u00a0<\/p>\n

The Office of Immigrant Affairs intended to hoist the flag in an event on Tuesday sponsored by the\u00a0Pennsylvania\u00a0United Chinese Coalition.\u00a0Organizers described the flag-raising as a gesture of goodwill toward Philadelphia\u2019s Chinese-American community and a celebration of international ties. \u00a0<\/p>\n
There had been similar ceremonies in 2017 and 2019, although this year\u2019s event drew far more scrutiny.\u00a0<\/p>\n
However, Select Committee on China Chairman John Moolenaar (R-MI) sent a letter to Philadelphia Mayor Cherelle Parker demanding the city cancel the move and end its ties with Tianjin.\u00a0<\/p>\n
He said that the flag represents “the totalitarian government led by the Chinese Communist Party (CCP)” which persecutes people of all faiths and is responsible for the genocide of Uyghur Muslims.\u00a0<\/p>\n
He added that there needed to be vigilance in dealing with United Front organizations which U.S. national security and experts have accused of involvement in influence and intelligence operations for Beijing in the United States.\u00a0<\/p>\n
Founder and executive director for Campaign For Uyghurs (CFU), Rushan Abbas, also urged Philadelphia not to go through with the move and called on city leaders “to stand with victims of tyranny.”\u00a0<\/p>\n
Meanwhile, in an op-ed for Fox News, broadcaster Rich Zeoli wrote that while the flag-raising has been justified as a demonstration of support for Philadelphia\u2019s strong and vibrant Chinese community, it already has appropriate celebrations for Chinese Philadelphians, such as the Lantern Festival.\u00a0<\/p>\n
Philadelphia City Solicitor Renee Garcia told Newsweek the flag-raising ceremony was approved through the\u00a0Philadelphia Honors Diversity Flag Raising Program, established in 2018 to celebrate the cultural heritage and contributions of the city\u2019s immigrant communities.\u00a0<\/p>\n
These ceremonies were not official endorsements of any foreign government, but they are expressions of cultural pride by Philadelphia residents and so far over 20 countries have been honored in this way this year alone. \u00a0<\/p>\n
\u201cIn accordance with First Amendment precedent, the City of Philadelphia\u2019s flag-raising policy applies objective, viewpoint-neutral criteria,\u201d Garcia said,\u201d specifically, a foreign nation\u2019s flag may be raised if the country maintains a Consulate or Embassy in the United States or is recognized by the U.S. Department of State.\u201d \u00a0<\/p>\n
\u201cThe People\u2019s Republic of China meets both criteria,\u201d Garcia added.\u00a0<\/p>\n
