Here\u2019s a review of where they succeeded and where work remains to be done in 2025.<\/p>\n<p dir=\"ltr\">Data Centers<\/p>\n<p dir=\"ltr\">At the center of the AI discussion is the rise of data centers, the facilities built to house the resource-hungry servers that are required to run AI applications. The polarizing constructions have brought billions to the state while drawing controversy from communities concerned about their environmental and aesthetic impact. Throughout the year, legislators held several <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_d5435434-c1be-49b8-bc51-260a3a13b7db.html\" rel=\"nofollow noopener\" target=\"_blank\">hearings<\/a> to try to wrap their arms around the rapidly moving changes.<\/p>\n<p dir=\"ltr\">In April, the state saw its largest ever capital investment of $10 billion to convert the site of a former coal-fired plant into a <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_59009cdb-b477-416b-a8bb-10e9eefb0b49.html\" rel=\"nofollow noopener\" target=\"_blank\">data center campus<\/a> powered by natural-gas. The figure was quickly outdone when Amazon announced a <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_31ea6ff3-e3c9-42a2-9c0b-a9d51c0a419d.html\" rel=\"nofollow noopener\" target=\"_blank\">$20 billion investment<\/a> for data centers in Luzerne and Bucks Counties in June.<\/p>\n<p dir=\"ltr\">Big tech\u2019s combined investments of $90 billion was enough to bring <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_26e6635c-d61b-480d-8592-0af638333150.html\" rel=\"nofollow noopener\" target=\"_blank\">President Donald Trump<\/a>, Republican U.S. Sen. Dave McCormick, and Democratic Gov. Josh Shapiro to Pittsburgh to talk AI along with industry leaders in front of a live audience. The event demonstrated the strength of the bipartisan appetite to cash in on the AI boom while promising to edge ahead of China in the race to develop tomorrow\u2019s technologies.<\/p>\n<p dir=\"ltr\">Power<\/p>\n<p dir=\"ltr\">The energy required to win the AI race is weighty, and experts are expecting an unprecedented demand in Pennsylvania and beyond. For the commonwealth, a net exporter providing about a quarter of the energy on the PJM grid, the \u201call of the above\u201d energy approach has been critical to earning investments.<\/p>\n<p dir=\"ltr\">Moderates and conservatives, including the Trump administration, have celebrated the state\u2019s vast natural gas resources in the Marcellus Shale. Residents close to fracking in the western region of the state are less optimistic about <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_93437327-527b-4c8c-8e9e-5f0a6848f0ec.html\" rel=\"nofollow noopener\" target=\"_blank\">increased fossil fuel production<\/a>.<\/p>\n<p dir=\"ltr\">Another controversial energy source is the revitalization of the state\u2019s nuclear industry. Amazon\u2019s data center in Luzerne County will tap directly into the Susquehanna nuclear plant there, while Three Mile Island is being brought back online as Crane Clean Energy Center to power Microsoft\u2019s efforts. The move has garnered <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_307672e3-0fbc-46e7-ab3c-792d42682b28.html\" rel=\"nofollow noopener\" target=\"_blank\">mixed reactions<\/a> from the public, while <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_a1f3ede9-bc4a-462d-98e4-a6df96c2b5ab.html\" rel=\"nofollow noopener\" target=\"_blank\">small modular reactors<\/a> have caught the attention of legislators looking for safe, clean sources of power.<\/p>\n<p dir=\"ltr\">Promise<\/p>\n<p dir=\"ltr\">What\u2019s the end game for the AI revolution? The technology promises to reshape the landscape across several major Pennsylvania industries, including health care and defense. U.S. Rep. Chrissy Houlahan, D-West Chester, joined her colleagues on the National Security Commission on Emerging Biotechnology in the Commonwealth for its <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_552b37d7-e4f9-4ad0-86f7-811e5f67e9a6.html\" rel=\"nofollow noopener\" target=\"_blank\">Biotech Across America tour<\/a>.<\/p>\n<p dir=\"ltr\">The move doubled down on state-level policy agendas to develop the industry, particularly life sciences, which have seen new doors open thanks to AI assistance. Academic hubs Philadelphia and <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_5f6e5a80-d16b-47d6-8c79-e95473a4084c.html\" rel=\"nofollow noopener\" target=\"_blank\">Pittsburgh<\/a> have rushed to carve out reputations as global centers for AI, from robotics at Carnegie Mellon to policy at University of Pennsylvania.<\/p>\n<p dir=\"ltr\">Pittsburgh\u2019s AI Strike Force hosted the AI Horizons summit where Shapiro and McCormick both spoke about their goals bringing AI to the state and the urgency with which they are approaching the subject. Other industry leaders, like those already using AI in <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_e5220751-0433-4964-8c71-33aceb1eb2b4.html\" rel=\"nofollow noopener\" target=\"_blank\">health care<\/a>, spoke about the latest in their fields.<\/p>\n<p dir=\"ltr\">Policy and Ethics<\/p>\n<p dir=\"ltr\">With great power comes great responsibility. Enter the tough discussions about how to use AI appropriately and what it could spell for the future of humanity. In August, The Center Square <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_9cec9d88-8aaa-4acc-a593-de06f8b8a8c2.html\" rel=\"nofollow noopener\" target=\"_blank\">sat down<\/a> with Dr. Michael Kearns to discuss the ethical questions posed by AI.<\/p>\n<p dir=\"ltr\">In October, TCS considered environmental concerns <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_a6e58cd6-3280-42d2-bc49-8c46475f5d09.html\" target=\"_blank\" rel=\"nofollow noopener\">beyond energy demand<\/a>, speaking with Howard Neukrug, former commissioner and CEO of Philadelphia Water and executive director of the University of Pennsylvania\u2019s Water Center, which launched the Water-AI Center of Excellence in partnership with industry and utility leaders.<\/p>\n<p dir=\"ltr\">State leaders tackled topics like <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_2a883174-5623-411c-854b-08678944f287.html\" rel=\"nofollow noopener\" target=\"_blank\">content provenance<\/a>, or tracing the digital fingerprint of a piece of content back to its original creator, and <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_0b196199-4437-4168-9801-363c57d92c2b.html\" rel=\"nofollow noopener\" target=\"_blank\">information literacy<\/a> in the face of waves of AI-generated images and more.<\/p>\n<p dir=\"ltr\">Organizers fought back against the environmental impact of AI while <a href=\"https:\/\/www.thecentersquare.com\/pennsylvania\/article_32118cc7-5c21-4665-b066-b31060b6d156.html\" rel=\"nofollow noopener\" target=\"_blank\">drawing attention<\/a> to the job loss expected to follow increased AI utilization.
