Gov.-elect Caldwell swears in Phillipsburg council on New Year\u2019s Day"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"ZIBJSPV4UFB2LDNN5QVO5ZVB2U\">A crowd gathered on New Year\u2019s Day at the<a href=\"https:\/\/www.lehighvalleylive.com\/phillipsburg\/2025\/12\/town-meetings-return-to-njs-first-envision-center-in-phillipsburg.html\" target=\"_blank\" rel=\"nofollow noopener\"> EnVision Center<\/a> in<a href=\"https:\/\/www.lehighvalleylive.com\/phillipsburg\/\" target=\"_blank\" rel=\"nofollow noopener\"> Phillipsburg<\/a> to witness the swearing-in of five town council members.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4HJGMPSGVVGVDOW7HXXXGVJJEQ\">Lee Clark, Keith Kennedy, and Ed Saultz each took the oath of office for their second terms, while Joshua Wanisko and Bernie Fey were sworn-in to serve their first terms on council.<a href=\"https:\/\/www.lehighvalleylive.com\/phillipsburg\/2025\/11\/democrats-take-4-out-of-5-phillipsburg-council-seats-republican-council-president-out.html\" target=\"_blank\" rel=\"nofollow noopener\"> Clark, Kennedy, Wanisko and Fey are Democrats; Saultz is a Republican<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AXS774ZQY5GTPPXYO4BFKSQFAU\">Lt. Gov.-elect Dale Caldwell administered the oaths alongside Town Attorney Richard Wenner.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SEVY6DJKRRDXFIV25LG2XNORLA\">Caldwell in October 2023 became the<a href=\"https:\/\/www.lehighvalleylive.com\/warren-county\/2023\/10\/centenary-inaugurates-1st-black-president-its-15th-leader-in-156-year-history.html\" target=\"_blank\" rel=\"nofollow noopener\"> first Black president of Centenary University<\/a> in Hackettstown. He ran with Democratic Gov.-elect Mikie Sherrill on New Jersey\u2019s<a href=\"https:\/\/www.lehighvalleylive.com\/elections\/2025\/11\/sherrill-defeats-ciattarelli-in-hotly-contested-nj-governors-race.html\" target=\"_blank\" rel=\"nofollow noopener\"> 2025 victorious gubernatorial ticket<\/a>. Caldwell is stepping down from Centenary upon his <a href=\"https:\/\/www.nj.gov\/govelect\/news\/20251218a.shtml\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nj.gov\/govelect\/news\/20251218a.shtml\">inauguration set for Jan. 20<\/a> in Newark. <a href=\"https:\/\/www.lehighvalleylive.com\/warren-county\/2025\/11\/nj-university-names-a-retired-bishop-as-its-next-president.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.lehighvalleylive.com\/warren-county\/2025\/11\/nj-university-names-a-retired-bishop-as-its-next-president.html\">Incoming Centenary President John R. Schol<\/a> served as bishop of the United Methodists in Greater New Jersey for more than a decade before retiring in 2024.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HWQI2PYUNFGXZB2RWHKOZ7DOJY\">Caldwell told the crowded room that public service is one of the most important duties a civilian can provide their community, though it\u2019s not always easy. He thanked the residents and council members for their support.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"D4QGHMVMMVA3TNYQWECMJ2RNEQ\">Kennedy was selected to serve as council president in 2026. He was first elected in 2021. Kennedy, 68, was born in Phillipsburg and grew up on Bennet Street. He lived also in Washington Township for more than 20 years. He retired from the Warren County Department of Corrections after 36 years, in 2019.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PUH5Y6F6GZAOTLGZQVFR6VE2OI\">Clark was also selected to be vice president and to join a statewide municipal accountability task force established by the governor\u2019s office. He told attendees he\u2019s been overwhelmed by the support and trust he\u2019s received.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FEAWHF7DOVFFVDZN6QGBGDINVM\">Reflecting on his tenure, Clark reminded the public he was 27 years old when he first joined the council in 2019. \u201cI have every confidence that the elected officials beside me have our town\u2019s best interest at heart \u2026 .
