{"id":79556,"date":"2026-01-06T20:18:10","date_gmt":"2026-01-06T20:18:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/79556\/"},"modified":"2026-01-06T20:18:10","modified_gmt":"2026-01-06T20:18:10","slug":"easton-approves-senior-tax-rebate-made-possible-because-of-hybrid-police-vehicles","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/79556\/","title":{"rendered":"Easton approves senior tax rebate, made possible because of hybrid police vehicles"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"2MRWH63O4JDFNATI4YW425F4UE\"><a href=\"https:\/\/www.easton-pa.com\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.easton-pa.com\/\">Easton<\/a> senior citizens will have the opportunity to apply for a property tax rebate after an approval by Easton City Council. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SNWLLUWZCZE7THNKWYQ5DV2TEY\">City council approved an ordinance Jan. 2 establishing a property tax rebate program for senior citizens, funded by projected fuel savings from the city\u2019s <a href=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/11\/this-gyms-donation-gives-easton-police-officers-a-place-to-workout-heres-how-other-first-responders-can-receive-equipment.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/11\/this-gyms-donation-gives-easton-police-officers-a-place-to-workout-heres-how-other-first-responders-can-receive-equipment.html\">police department<\/a> transition to hybrid patrol vehicles. The ordinance was <a href=\"https:\/\/www.lehighvalleylive.com\/news\/2024\/10\/easton-senior-citizens-could-see-a-property-tax-rebate-heres-how.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.lehighvalleylive.com\/news\/2024\/10\/easton-senior-citizens-could-see-a-property-tax-rebate-heres-how.html\">introduced in 2024<\/a>, but was tabled at that time. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H4OW7FSF35HKBH7DWYLZOQPP6Y\">The proposal narrowly passed in a 4-3 vote, with some council members expressing concern that it could create financial uncertainty. Council members Frank Pintabone, Crystal Rose and Ken Brown were the three votes against it.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OSBWTNVU4RGPVJ53CP4I3FL44U\">Introduced by former councilman Roger Ruggles who served in his last meeting on Friday, the ordinance allows city residents 65 and older who own and live in their homes to apply annually for a rebate on their city property taxes. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"X4SLCS5RCBDOBA32Z3WPIBVNWA\">Each year, the city will calculate fuel savings from hybrid police vehicles, divide that total among all qualified applicants and apply the rebate directly to property tax bills.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"L3LDFF476FBSJFKSJYQ27ANXXE\">According to the ordinance, the police department has already begun converting its patrol fleet to hybrid vehicles and added two hybrid cars for the 2025 calendar year. The measure states that fuel cost savings are estimated at approximately $3,200 per car per year, based on reduced fuel consumption compared to traditional gas-powered patrol cars.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AWSEYLN7GFAKROGCPPXMH3CTXQ\">The department plans to add four additional hybrid patrol vehicles each year until the entire patrol fleet is converted, the ordinance outlines. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"A5KVPTEF7BBELG4EWWU23MZADA\">At full implementation, the city estimates annual fuel savings could reach approximately $200,000, while also reducing carbon dioxide emissions by an estimated 1 million pounds per year.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DQDQFRZPSRASLDIK3MHTQNTYAA\">Easton Finance Director Mark Lysynecky told council the savings estimates are based on limited data, since the city\u2019s first hybrid patrol cars were only placed into service around July. He said early analysis comparing hybrid vehicles to traditional gas-powered patrol cars suggests annualized fuel savings of about $734 per vehicle, or roughly $1,400 total for the two hybrids currently in use, which is based on half-year estimates.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"F7LNKQPUPBCWFJ75473VNWA4UE\">Lysynecky also cautioned that hybrid patrol vehicles cost about $3,000 more per car upfront than gas-powered vehicles, meaning the city does not realize immediate net savings. He said longer-term savings would depend on fleet expansion, fuel prices and maintenance costs as more hybrids are added in future years.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CMPBSSH4O5GN7CRK4XYKPZBRLE\">Pintabone cited those uncertainties as a key reason for his opposition. He said the city is projecting a budget gap in the next five years as high as $2.5 million, which means property taxes could increase. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JSR44LPXIVE2FHZ6VSAZGHSMRI\">\u201cI don\u2019t know if we know how many [seniors] would apply for this grant. Maybe they get a check back for $25 or $40, but it doesn\u2019t help them if we turn around and increase their property tax at the end of the year,\u201d he said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PSU2HLYGVRFQJMOYTQD77NTILM\">He said while the concept is worthwhile, he believes it is too early to distribute small rebates before the city has a clearer picture of savings and budget pressures.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UGKZRPHVRVAD5FKDLUEIGB2YUU\">Rose and Brown expressed similar concerns, questioning whether fuel savings should instead be used to stabilize the city\u2019s overall budget. Brown said he would like to revisit the idea in the future once the police fleet has transitioned further and more reliable data is available.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ETRBLZQG6ZEYBF7RPCUD77GF5I\">Ruggles argued that it\u2019s unfair to reject the ordinance after the city <a href=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/12\/easton-2026-budget-property-taxes-unchanged-parking-rates-rise.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.lehighvalleylive.com\/easton\/2025\/12\/easton-2026-budget-property-taxes-unchanged-parking-rates-rise.html\">approved a budget<\/a> with revenue sources \u201ccoming out of the citizens\u2019 pockets,\u201d which includes parking meter rate increases. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AQLOGXL47RGFBIY2EY3DASV6YQ\">\u201cThe argument of, \u2018it\u2019s not much that the citizens are getting, but we\u2019re going to have a $2.5 million deficit, and this amount is really going to be beneficial for that deficit,\u2019 just doesn\u2019t make sense,\u201d Ruggles said. \u201cThis amount of money is something that we would have never had.
