Miller, 33, is charged with homicide while DUI and multiple DUI-related counts, according to state police at Lancaster.<\/p>\n<p>State police provided the following account:<\/p>\n<p>Troopers responded to a report of a crash involving a minivan and a horse and buggy in the 4000 block of Strasburg Road in Salisbury Township on Jan. 7 about 1:30 p.m.<\/p>\n<p>Investigators determined Miller\u2019s minivan was eastbound on Strasburg Road when it collided with the rear of the horse and buggy. The 65-year-old woman who was operating the buggy was thrown from it.<\/p>\n<p>She was pronounced dead at the scene.<\/p>\n<p>Investigators determined Miller was under the influence of drugs and alcohol and was taken into custody at the scene.<\/p>\n<p>Miller was arraigned before District Judge William R.
