{"id":99795,"date":"2026-01-29T14:58:14","date_gmt":"2026-01-29T14:58:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/99795\/"},"modified":"2026-01-29T14:58:14","modified_gmt":"2026-01-29T14:58:14","slug":"deed-transfer-tax-increase-could-generate-millions-for-allentown-housing-fund","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/99795\/","title":{"rendered":"Deed-transfer tax increase could generate millions for Allentown housing fund"},"content":{"rendered":"<p>ALLENTOWN, Pa. \u2014 The first deed-transfer tax increase in decades could help the city turn the corner on an ever-present housing crisis.<\/p>\n<p>Council on Wednesday unanimously approved a measure to raise that rate from 2% to 2.5%, with all additional proceeds earmarked to support a housing fund that\u2019s set to be established.<\/p>\n<p>That could arm Allentown officials with millions each year to \u201clevel the playing field for our residents,\u201d who often lose out on opportunities at homeownership to investors and corporations, according to Councilman Santo Napoli, who has championed the measure for more than a year.<\/p>\n<p>    \u201cThere&#8217;s a lot of work that can be done with this reliable source of revenue, and it really gives us an opportunity to point more homes into home ownership, which will have positive benefits and impact citywide.&#8221;<\/p>\n<p>Councilman Santo Napoli<\/p>\n<p>Napoli said he \u201csounded the alarm\u201d last summer after learning those wealthy buyers were scooping up more than 40% of all properties in the city. <\/p>\n<p>That number hovered closer to 50% over the past 18 months, \u201csqueezing out\u201d Allentown residents from the market, he said Wednesday.<\/p>\n<p>\u201cInvestors \u2026 come to the table with all-cash offers, they waive inspections, [offer] fast settlements, and that entices sellers to sell to them instead of homeowners,\u201d Napoli said.<\/p>\n<p>Many residents are \u201cstuck renting\u201d at higher rates than they might pay for mortgages while missing out on chances at \u201cbuilding generational wealth,\u201d he said.<\/p>\n<p>The deed-transfer tax hike could raise more than $3 million for the fund in its first year, based on 2024 home sales in Allentown, Napoli said.<\/p>\n<p>That would support current homeowners and look to add new ones to the city through programs to rehabilitate blighted properties and support whole-home repairs for seniors and vulnerable residents.<\/p>\n<p>\u201cThere&#8217;s a lot of work that can be done with this reliable source of revenue, and it really gives us an opportunity to point more homes into home ownership, which will have positive benefits and impact citywide,\u201d Napoli said.<\/p>\n<p>&#8216;Prudent&#8217; solution: Controller<\/p>\n<p>The city\u2019s Department of Community and Economic Development will be tasked with administering the fund.<\/p>\n<p>It will provide annual spending plans and reviews to council, and an independent committee will recommend whether to keep the fund after five years.<\/p>\n<p>Those provisions will hold officials \u201caccountable\u201d for how they spend the money on housing initiatives, Napoli said.<\/p>\n<p>    \u201cDedicating this funding stream to begin to address that problem is something that will make Allentown much more livable and stronger in the long run.\u201d<\/p>\n<p>Controller Jeff Glazier<\/p>\n<p>If results match Napoli\u2019s optimism, the housing fund \u2014 and its dedicated revenue stream \u2014 could become a signature achievement for the first-term councilman.<\/p>\n<p>Controller Jeff Glazier called Napoli\u2019s measure \u201cone of the most impactful things council has done in a long time.\u201d<\/p>\n<p>\u201cWe know we have significant issues with our housing stock,\u201d Glazier said. \u201cDedicating this funding stream to begin to address that problem is something that will make Allentown much more livable and stronger in the long run.\u201d<\/p>\n<p>He said a half-percentage-point increase in the deed-transfer tax is \u201cprudent,\u201d noting other Pennsylvania cities levy larger deed-transfer taxes.<\/p>\n<p>Allentown\u2019s deed-transfer tax rate was capped at 2% \u2014 1% for the state and a half-percent each for the city and school district \u2014 since the home rule charter was adopted almost three decades ago.<\/p>\n<p>Voters last fall eliminated that cap through a referendum.<\/p>\n<p>The sale of an Allentown property for $200,000 cost $4,000 in deed-transfer taxes Wednesday.
