
Work on the residential component of The Park at Legacy redevelopment in Plano will be gearing up in the coming months, with new construction expected to kick off in April.
Once the headquarters of the department store chain JCPenney, 6501 Legacy Dr. is in the process of being transformed from an old school suburban office campus into a vibrant mixed-use district with housing, retail, office, and all the fixings.

Some $102.8 million of construction is being slated for phase one of the multifamily development at the site: a 22-story tower comprising 261 luxury units and a six-story parking garage. The square footage is listed as 495,480, and a pool and other amenities are part of the package, according to a recent Texas Department of Licensing and Regulation filing.
The apartment tower is one of two totaling up to 750 units that Dallas-based StreetLights Residential is building with campus owner Capital Commercial Investments. Streetlights Creative Studios is listed as the design firm on the project.
StreetLights Residential has in-house design, architecture, and construction in its repertoire. It also has some other local residential projects cooking this year, putting its touches on The Galatyn near Katy Trail and The Oliver at The Central, in addition to builds in a number of other states.
A separate related filing with the Texas Department of Licensing and Regulation indicates there will be a little townhome component to The Park at Legacy. Spanning 11,565 square feet, three attached townhomes are estimated to cost $2.87 million.
In addition to the housing, the existing office space and associated parking facilities are being renovated. They’ll eventually be joined by four new office towers, four restaurants, a hotel, and a mixed-use building with retail. Various outdoor amenities are also being planned.

The massive redevelopment of the 107-acre site stands to shoot new energy into the area as North Texas continues to grow in population and modern mixed-use projects.
After spending nearly 30 years at 6501 Legacy Dr., JCPenney moved out of the campus after filing for bankruptcy in 2020. It moved 2,000 of its employees back to take up a smaller footprint in 2023 after Capital Commercial Investments renovated some of the office space. Upgrades included an “open working environment,” fitness centers, an arcade, and two pickleball courts.
