More than 100 people gathered outside Dallas City Hall Thursday night to protest the killing of a Minneapolis woman shot by a U.S. Immigration and Customs Enforcement officer.
Protests were hastily planned in cities across the country after federal officials confirmed Wednesday that Renee Nicole Macklin Good, a 37-year-old mother of three, was fatally shot during an immigration operation.
Video taken by bystanders showed an officer approaching Good’s car, demanding she open the door and grabbing the handle. When Good started to pull forward, a different ICE officer standing in front of the vehicle immediately fired at least two shots at close range.

Voices echoed across City Hall’s courtyard as the crowd chanted, “Say it loud say it clear, immigrants are welcome here. Say it once, say it twice, we will not put up with ICE.” A projection across the front of the building alternated between pictures honoring Good and “ICE out now” graphics. The projection encouraged onlookers to donate and support Good’s family through a fundraiser shown via a QR code.
“This is just the latest example of how our rights to simply exist are not only being threatened, but compromised,” Dallas City Council member Adam Bazaldua said in a statement sent to The Dallas Morning News. “This type of lawlessness is exactly why we as a City Council stood firm with our DPD Chief and told ICE that they are not welcome in our city.”
Attendees held handmade and printed placards condemning ICE and President Donald Trump, waved American flags and lit candles.
Using a portable sound system, an organizer opened the rally by acknowledging news reports of a second incident in Portland, where federal immigration officers shot and wounded two people outside a hospital. People in the crowd shouted back: “Shame!”
Few details about what led to the Portland shooting were immediately available.
Trump, and others in his administration, have characterized the Minneapolis shooting as an act of self-defense and suggested Good used her vehicle as a weapon.
“I can believe that her death is a tragedy while also recognizing that it is a tragedy of her own making,” Vice President JD Vance said, noting that the officer who killed her was injured while making an arrest last June.
Minneapolis Mayor Jacob Frey said video of the incident shows the self-defense argument to be “garbage.”
