Manvel City Council approved a policy that establishes artificial intelligence use guidelines for work-related tasks at its Jan. 5 meeting.

The policy allows for the responsible and ethical use of AI tools to improve efficiency while reinforcing that all final decisions and official actions remain under human judgment, according to city documents.

The approved policy doesn’t prohibit the use of AI or require specific approvals and reporting requirements.

All AI-generated content must be approved by a human prior to official use, and employees will remain fully responsible for any work generated or assisted by AI, according to city documents.

According to city documents, city employees are permitted to use AI in such cases:

Drafting and editing non-confidential documentsImproving grammar, clarity or tone of written communicationsGenerating first-draft summaries, outlines or templatesBrainstorming ideas, designs or public-facing contentAssisting with research using publicly available informationCreating training materials or internal workflowsAccording to city documents, the following uses are prohibited:Inputting confidential or protected informationMaking final decisionsPresenting as official city positions or legal adviceAvoiding retention schedules, public records or transparency requirementsAlso of note

City employees are not required to disclose AI use unless it significantly impacts public-facing records, policy development, analytical conclusions, budgetary analysis and grant writing.

The policy applies to all city employees, including elected and appointed officials, boards and commissions, and contractors or vendors acting on behalf of the city.
