Collin County officials have paused review of a major new community proposal in eastern Collin County. The development, known as The Meadow and formerly marketed as EPIC City, spans roughly 402 acres near the city of Josephine and has drawn statewide attention since its 2024 announcement.

The project, led by Community Capital Partners (CCP), aims to create a mixed-use residential community including housing, parks, schools, healthcare facilities, retail, senior living and multiple houses of worship. Developers have emphasized that The Meadow is designed as “an open, lawful community” welcoming anyone who chooses to live there.

Despite this rebranding, the project has faced scrutiny since its announcement. Texas Governor Greg Abbott previously criticized the development, referring to it as a “sharia city” and calling for investigations into affiliated entities. Several lawsuits were also filed against the project in 2025.

County Review Finds Application Incomplete

Collin County officials notified CCP on Jan. 12 that their initial application is incomplete. County Judge Chris Hill confirmed the application lacked several required documents, including:


Three black-line copies of the final plat (only a digital version was submitted)
“Will Serve” letters for electric and wastewater utilities, including issues verifying the validity of the referenced Municipal Utility District
The required application fee

What Comes Next

CCP may submit the missing documentation at any time. Once the application is complete, the county has 30 days to review and make a decision. Judge Hill emphasized that no final decisions should be made until a public hearing is held, giving citizens the opportunity to address the commissioners’ court.

The Meadow represents a significant potential development for eastern Collin County. While the controversial project is currently on hold, the developers maintain that their vision remains intact and open to all residents, awaiting the completion of required county documentation before moving forward.
