Plano’s Planning and Zoning Commission is set to consider a rezoning request for part of the former Electronic Data Systems campus as AT&T moves forward with plans to relocate its global headquarters to Plano.

The rezoning request is scheduled to go before the commission at its Feb. 2 meeting.

The request covers 99 acres at the intersection of Parkwood Boulevard and Legacy Drive, including the part of the former EDS campus at 5400 Legacy Drive, where AT&T is set to move its headquarters.

AT&T CEO John Stankey announced Jan. 5 the company is set to relocate its global headquarters to the 54-acre campus in Plano’s Legacy District.

The zoning change would reclassify the area as commercial employment. City documents state the primary focus of the commercial employment district is “corporate headquarters and research facilities arranged in a campus-like setting.”

The property was rezoned in 2023 to a planned development classification to facilitate the Texas Research Quarter, a planned mixed-use development anchored by a life sciences and innovation district.

City documents state the purpose of the current request is to “repeal an existing but obsolete planned development and return the property to its original base commercial employment (CE) zoning.” Petitioner TRQ Plano LLC is requesting the zoning change as the mixed-use development is no longer being pursued, according to the documents.

The commission will also consider a request to waive the two-year waiting period for initiating another rezoning on the property.

According to city documents, TRQ Plano LLC is seeking the waiver to accommodate a “rapid development timeline,” allowing the applicant to return immediately with a new planned development request on a portion of the site.

Other portions of the property may also require additional zoning changes to support a campus-style development, city documents state.

Stankey said AT&T is targeting partial occupancy in the new space “as early as the second half of 2028.”
