After nearly a year without a representative, voters in Houston’s 18th Congressional district will vote in a runoff between two young Democrats, Christian Menefee, the former county attorney, and Amanda Edwards, a former city council member. The winner will immediately face a tough reelection fight in the March primary against another incumbent Democrat, Representative Al Green, who was drawn into the 18th because of last year’s redistricting by Texas Republicans.
