If the federal government shutdown continues past Oct. 27, Texans receiving SNAP food benefits will not receive their November deposit on their EBT card, the Texas Health and Human Services Commission warns.

The HHSC said if the shutdown continues, it will be unable to make deposits for future SNAP benefits until it receives federal guidance. If the federal shutdown ends after SNAP benefits were to have been distributed for that month, it’s unclear if those benefits will be delivered for that month. The HHSC said Texans who are part of the SNAP program should monitor YourTexasBenefits.com and hhs.texas.gov for the latest updates.

SNAP participants can also call 2-1-1 for the latest information on benefits and to find alternative food resources from food banks, food pantries and other community resources.

Food banks from coast to coast were already seeing an uptick in visits from federal workers who are furloughed or working without pay, NBC News reported. Now, they are preparing for an additional influx from Americans who rely on federal food benefit programs.

According to the USDA’s Food and Nutrition Service, the Supplemental Nutrition Assistance Program (SNAP) program “provides food benefits to low-income families to supplement their grocery budget so they can afford the nutritious food essential to health and well-being.” The program is managed at the state and local level but is funded by the U.S. Department of Agriculture.

The program deposits money onto prepaid EBT (Electronic Benefits Transfer) cards that people can use to buy groceries. SNAP touched nearly 1 in 8 people in the U.S. last year and paid an average of $187 per month to 41.7 million participants.

WIC, TANF, Medicaid and CHIP are not currently affected by the shutdown, but the Texas HHSC said they are monitoring those programs for any changes.

HHSC said that during the federal government shutdown, Texans can still apply for benefits and make changes to their accounts. Because the Texas HHSC is state-funded, its offices remain open during normal business hours, between 8 a.m. and 5 p.m. Monday through Friday.
