Gov. Abbott, Texas releases new Homeland Security Strategic Plan for 2026-2030

AUSTIN, Texas (KCBD) – Governor Greg Abbott and the Texas Department of Public Safety released the Texas Homeland Security Strategic Plan 2026-2030 on Monday.

The strategy provides the state’s framework for setting homeland security priorities and directing efforts to develop, maintain and deliver security capabilities. The updated plan supersedes the previous 2021-2025 strategic plan and addresses evolving threats and hazards.

“Protecting Texas from a broad range of threats and vulnerabilities is a critical mission that continues to evolve,” Abbott said. “The Texas Homeland Security Strategic Plan provides a comprehensive and updated framework to prevent, protect against, respond to and recover from attacks, disasters and other emerging threats.”

Abbott said the plan will help keep Texas “the best state to raise a family, start a business and live a safe and prosperous life.”

DPS Colonel Freeman F. Martin said Texas faces “the most diverse and significant homeland security threats of our lifetime.”

“It is more important today than ever that our state has every tool and resource needed to mitigate and respond to any type of attack or disaster,” Martin said.

The strategy is divided into three sections: Purpose and Principles, The Texas Homeland Security Environment, and Goals and Objectives.

The first section establishes the state’s vision for homeland security and fundamental guiding principles. The second section summarizes homeland security challenges facing Texas and discusses threats, hazards, vulnerabilities and potential consequences.

The third section establishes goals, objectives and priority actions for the next five years. It includes six goals, 31 objectives and 158 priority actions.

Martin thanked members of the newly created DPS Homeland Security Division and homeland security experts from partner organizations who developed the strategy.
