Harris County Precinct 7 sergeant arrested, charged in alleged abuse of her two adoptive children

HOUSTON – A Harris County Precinct 7 Sergeant was arrested and charged with two felonies on Thursday.

According to court documents, Sergeant Jocelyn Ballard has been charged with two felony counts of injury to a child. She is currently being held on a $20,000 bond, $10,000 for each charge.

The investigation started on Dec. 24, 2025 and was conducted by the Harris County Constable Precinct Seven Criminal Investigations Division.

It’s not clear what prompted the investigation, but court documents show that Ballard allegedly abused her two adopted children, both of whom are under the age of 15 years old. During a court hearing Friday morning, prosecutors said Ballord beat the children with a belt and her hands, leaving bruises on them.

Ballard, who is currently on administrative leave pending the outcome of the investigation, has over 18 years in law enforcement, 10 of those years with Harris County Precinct 7.
