Colleyville City Council approved a reimbursement grant of $100,000 to help Texas-based resale shop Thrift Giant update the exterior of the old 99 Cents Only Store at the Feb. 3 council meeting.
The grant is funded through the Colleyville Business Enhancements to Support Transformation Program.

Thrift Giant purchased the building off Cheek-Sparger Road and SH 26 and is investing $1.5 million into the site for renovations, said Assistant City Manager Mark Wood at the Feb. 3 meeting.
“[Thrift Giant will] throw a million dollars into a building that really needed some help. They’re going to redo the landscaping, all the parking, restone the building, paint it and redo the sign … and make it really pretty on that corner,” Mayor Bobby Lindamood said.
The renovations are anticipated to be completed by the end of the year, Assistant City Manager Adrienne Lothery said.
“Thrift Giant … could have leased the space [or] bought the space and just moved in,” Wood said. “But, they chose to invest in the building.”
The 99 Cents Only Store has been empty since its closure in 2024, according to previous Community Impact reporting.

In addition to Thrift Giant, Colleyville City Council approved three other grants to help future businesses update their storefronts, including:
“What’s great about all four of these is they’re challenging sites,” Wood said. “They’ve been vacant for a while, they’re not extremely visible [and] they’re a site that needs some attention and love in terms of facade and landscaping improvements … that’s what we want to put our [Tax Increment Finance] dollars toward.”
The city uses Tax Increment Finance funds for these grants, which are property taxes generated from growth in specific areas.
