EL PASO, Tx., February 10, 2026: The 30-day campaign finance reports were due last week on Monday. Likely the most contested Democratic primary race this election cycle is for Justice of the Peace Precinct 5. The incumbent, Lucilla “Lucy” Najera is being challenged for her seat by four candidates. They are Eileen Marlin Castro, Dora Oaxaca, Jesus Olivas and Monica Teran. There is no candidate in the Republican primary ensuring the winner of the Democratic primary will win the seat in November.

Four of the five candidates filed their required campaign finance report last week. Challenger Jesus Olivas has not filed his report as of this morning. His last report filed on January 15 shows that he accepted $14,010 in campaign contributions and spent $5,260 through December 31. It is clear from his January 30 report that Olivas was required to file a campaign finance report last Monday but has not filed one.

Eileen Marlin Castro also did not file her report. She also has not appointed a treasurer as required to accept and spend campaign contributions. To run for Justice of the Peace in Texas, a filing fee of $1,000 for El Paso County is required or the submission of a petition containing 750 voter signatures. The El Paso County Democratic Party’s list of candidates does not indicate whether Castro paid the filing fee or submitted a petition to be added to the ballot.

If Castro did not pay the fee and has not raised or spent campaign funds, she is not required to appoint a treasurer or file campaign reports.

Monica Teran reported that she has not accepted any campaign funds but has spent $10,970.28 in her two reports. She reported giving her campaign a loan of $11,100.

Dora Oaxaca Rivera has raised $12,776.63 based on her last two reports. She reported spending $8,947.74. Oaxaca’s notable contributor is her husband, Henry Rivera for $3,216.63 listed as “in-kind” contributions. Rivera, a former city representative, was censured by the city council on February 26, 2024, for allowing Oaxaca to supervise a city employee and access city documents without authority.

The incumbent, Lucilla “Lucy” Najera has raised $4,720 in campaign contributions and reported spending $17,145.97. She has loaned her campaign $5,000. Najera’s notable contributor is Joe Molinar for $1,000. Molinar, a former city representative, was censured by the city council on April 30, 2023, after a female city employee accused him of harassment at a Christmas event.

Early voting for the March 3 primary starts next Tuesday, February 17.
