A man who led police on a chase through Hurst and North Richland Hills before crashing on westbound Loop 820 last week is facing two criminal charges, according to an incident report.

Justin Carter, 33, was booked into the Tarrant County jail Friday on charges of evading arrest with a vehicle and unlawful possession of a weapon. As of Tuesday, Carter’s bail amount was set at $5,000, according to jail records.

North Richland Hills police said they were pursuing a white sedan that was “swerving through the lanes like [it] was about to start a NASCAR race,” the report said. The driver, identified as Carter, failed to stop.

After following the vehicle through Hurst and Bedford, police stopped the chase due to safety concerns when the vehicle entered the tollway.

Around 11 a.m. the sedan crashed on Loop 820 near Holiday Lane.

Officers using a drone were able to see Carter leaning back in the driver’s seat with his hand in a backpack, where a gun was later found, according to a previous police statement.

Carter refused to comply with instructions, and police began a negotiation process. He climbed out of the sedan’s window but continued to ignore commands, the statement said.

Officers fired beanbag rounds, a nonlethal alternative to bullets, to subdue Carter and take him into custody.

The police presence led to traffic delays that lasted until around 12:15 p.m.

Bedford, Haltom City and Hurst police departments helped with the pursuit and arrest, the statement said.
