AUSTIN, Texas — One of Austin’s busiest streets is getting much-needed safety improvements. Imam Islam Mossaad was killed in July of 2025 while walking near the Muslim Community Center on North Lamar Boulevard. The goal of this project is to prevent more deaths and injuries.

A pedestrian hybrid beacon (PHB) is being installed at 11900 North Lamar Boulevard. It is a traffic control device used at unsignalized, marked crosswalks on busy roads to help pedestrians cross safely.

“Two cars hit each other, and then one of the cars hit Imam Islam Mossaad while he was on the sidewalk. He was pronounced dead on the scene,” said Shaimaa Aayan, who has pushed for safety improvements in the area.

The PHB is designed for roads with heavy traffic that moves at high speeds.

“The way these work is that they are activated by a pedestrian actually pushing a button, and then a light will flash yellow, and then traffic will get a red light, and the pedestrian will be able to cross,” said Genest Landry with the City of Austin’s Capital Delivery Services. “Basically, if no pedestrians want to cross, traffic can flow unimpeded.”

The PHB is part of the North Lamar Boulevard corridor project. It supports the City’s Vision Zero goal to eliminate traffic deaths and serious injuries.

“This project reflects our commitment to both equity and safety for all residents, especially in areas where people walk to work, to worship, to schools and community centers,” said Mike Siegel, Austin City Council, District 7.

Combined with new sidewalks, neighbors think these much-needed improvements will be effective.

“People walk, and unfortunately, the cars speed up on this street. Any safety measures will help,” said Zayan.

The PHB is expected to be up and running in three months.
