Texas AG sues MUD, board over support for Islamic Center Project

AUSTIN, Texas – Texas Attorney General Ken Paxton has filed a lawsuit against Double R Municipal Utility District No. 2A of Hunt and Collin Counties, alleging the district and its purported officers took steps to evade state oversight and support the controversial EPIC City development.

Municipal utility districts, commonly known as MUDs, are political subdivisions of the state that provide essential utility services and infrastructure. Because they operate as governmental entities, they are subject to strict legal requirements and state oversight.

According to the lawsuit, Double R MUD held what the attorney general describes as a highly unusual special meeting at noon on Friday, Sept. 12, 2025, at a remote intersection identified by GPS coordinates. During that meeting, the existing board of directors allegedly resigned and a new group of directors assumed control.

The newly constituted board then approved a petition to add approximately 402.524 acres into the district, expanding its boundaries to include the proposed site of “The Meadows,” also referred to as EPIC City.

The lawsuit alleges the move was intended to allow EPIC City developers to avoid state oversight by expanding an existing MUD rather than going through the process required to create a new district.

State regulators later requested documentation to verify that the new board members met statutory qualifications under Texas law to hold office and exercise taxing authority. According to the attorney general’s office, Double R MUD provided a delayed response and submitted documents that showed the individuals were not legally qualified to serve.

“I will not allow individuals to cheat the system to advance an illegal development and destroy beautiful Texas land,” Paxton said in a statement. “If EPIC City’s developers or operatives are attempting to illegally take over local governmental structures in North Texas, my office will do everything in our power to stop their scheme.”

The lawsuit seeks to remove the individual defendants from the board, invalidate the annexation of the 402.524 acres and hold them accountable for what the state calls unlawful actions.

The filing marks the latest legal action in the attorney general’s broader effort against EPIC City and affiliated entities. In December 2025, Paxton also filed suit to halt what his office described as illegal development activity connected to the project.

Court records show the state is asking a judge to intervene and restore lawful governance of the district.
