Early voting is underway for the March primaries, marking the first election in Houston under newly redrawn congressional district lines upheld by the U.S. Supreme Court late last year.
In a 6-3 decision, the court reversed a lower court ruling that had found the map likely weakened the voting power of racial minorities. The decision ensures the map will remain in place through at least the November midterms.

The redrawn districts significantly reshape the political landscape in several parts of the state, including Houston, Dallas and South Texas.
In Houston, the 18th Congressional District, long anchored in historically Black neighborhoods, now includes large portions of the former 9th District and stretches further southwest and south than before. Nearly two-thirds of likely Democratic primary voters in the new CD18 previously lived in the old 9th District, shifting the geographic and political makeup of the seat.
The newly configured 9th Congressional District has moved to the eastern edge of Harris County and expanded into Liberty County, replacing much of its former south and southwest Houston base. The changes transformed what had been a reliably Democratic district into one Republicans view as competitive.
Texas’ 29th Congressional District was also redrawn. The former east Houston, heavily Latino district was reconfigured to include large portions of north Houston and absorb much of the old 18th District. Latino neighborhoods from the old 29th were shifted into neighboring districts, while more Black voters were added to the new 29th, significantly altering its demographic composition, though it is predicted to remain strongly Democratic overall.
Meanwhile, the 7th Congressional District, represented by U.S. Rep. Lizzie Fletcher, was adjusted to become more Democratic-leaning.
Early voting is underway and runs through Feb. 27.
Polls are open from 7 a.m. to 7 p.m. Feb. 17–21, noon to 7 p.m. Feb. 22, and 7 a.m. to 7 p.m. Feb. 23–27.
Election Day is March 3, with polls open from 7 a.m. to 7 p.m.
