Pflugerville City Manager Sereniah Breland announced her retirement Feb. 24 during a City Council meeting.

The council unanimously approved a voluntary exit agreement that will keep her in the role through July 1, after which she will serve in an advisory capacity through the end of the year.

What happened

Breland, who has served as city manger since August 2018, told employees and council members that the decision was about recognizing the completion of a chapter rather than walking away.

“I’ve decided that it’s time to retire,” Breland said during the meeting. “This decision is not about leaving something behind. It’s about recognizing that this chapter, the one that we created together, is complete and it’s strong.”

Mayor Doug Weiss said the agreement ensures continuity and a stable transition as the city prepares for its next phase of leadership. Under the approved plan, Breland will remain city manager until July and then serve in an advisory capacity through the end of the year.

Council members praised Breland’s tenure, crediting her with transforming the organization and strengthening city culture. Place 6 council member David Rogers described her as “a mighty warrior for the city” who made Pflugerville better than it had ever been.

Breland thanked city staff and emphasized the internal culture built during her tenure, telling employees the organization’s strength lies in how they support one another and uphold high standards.

City staff said additional details about the leadership transition will be discussed at future meetings.
