EL PASO, Tx., February 25, 2026: The 8-day campaign finance reports were due on Monday. Here is what the reports show for select candidates running in the March 3rd primary. The campaigns were required to file at least three campaign reports through Monday. The first report was due on January 15. The second report was due 30-days before the election, and the 8-days before the election was due on Monday.
County Judge
In the primary for county judge, incumbent Ricardo Samaniego has no opponent. He will face the winner of Tuesday’s Republican primary in November. Facing off in the Republican primary are Guadalupe Giner and Minerva Torres Shelton. As we previously reported, Torres-Shelton filed her first report late.
In her first report, Giner reported raising $2,637 and spending $8,251 in her first report. In her latest report, Giner reported riasing $48.70 and spending $8,522. She has loaned her campaign $15,050.
In her late report, Torres-Shelton reported raising $6,656.91 and spending $5,077.52. In Monday’s report, Torres-Shelton reported raising $164.10 and spending $4,787.28. She also reported a $10,000 loan to her campaign.
County Commissioner Precinct 4
Incumbent Sergio Coronado is fending off challenger Annette Griego for his county commissioner precinct 4 seat. In his first report. Coronado reported raising $10,177 in campaign contributions and spending $9,152.83. Coronado’s largest contributor was Stanley Jobe. Jobe was convicted of bank fraud in the 1990’s as part of a family fraud ring.
In his 8-day report, Coronado reported raising $30,854 in campaign contributions and spending $27,612.62. Coronado reported several $1,500 campaign contributions, including a $2,500 campaign contribution from Woody Hunt, and another $2,500 from Stanley Jobe.
In her first report, Griego reported raising $250 and spending $1,250. In her 8-day report, Griego reported another $1,925 in campaign contributions and spending $30,799.56. She reported loaning her campaign $50,000.
The winner of this race will face off against Leonard Arcos, who is running unopposed on the Republican ticket.
Justice of the Peace Precinct 5
Likely the most heavily contested primary are the Democrats seeking the Justice the Peace Precinct 5 seat. Running against the incumbent, Lucilla “Lucy” Najera are Eileen Marlin Castro, Dora Oaxaca Rivera, Jesus Olivas and Monica Teran. The winner of this race will be the justice of the peace for this precinct because there are no Republican opponents.
Najera reported raising $4,720 in campaign contributions and spending $17,145.97, according to her first two reports. Najera also reported loaning her campaign $5,000. Her notable campaign contributor for $1,000 is Joe Molinar who was censured by city council for harassing a woman at a Christmas event.
Najera’s latest report, which she filed a day late, shows that she raised $500 in campaign contributions and spent $8,391.23 on her campaign. In total, Najera has spent $25,537.20 to keep her seat.
Najera was censured earlier this month by the Paso del Norte Tejano Democrats for misusing their logo in a mailer insinuating that they had endorsed her candidacy.
Eileen Marlin Castro filed both her January 15 and 30-day reports on February 3. She reported raising $500 and spending $4,259.66 on her first two reports and loaning her campaign $2,151.90. Marlin Castro did not report any campaign contributions in her latest report but reported spending $1,850.76 on her campaign.
Oaxaca Rivera reported raising $12,776.63 through her first two reports and spending $8,947.74 on her campaign. Her largest campaign is Henry Rivera, her husband. Rivera was censured by the city council for allowing Oaxaca Rivara to supervise a city employee and access confidential city computer records.
In her latest report, Oaxaca Rivera reported raising $1,350 and spending $6,489.05 on her campaign. She also reported a $3,000 loan to her campaign.
Olivas reported raising $14,000 in his first report, which he filed late, and spending $5,260. In his latest report, Olivas reported raising $1,125 and spending $4,960.81. He also reported a $5,260 loan to his campaign.
Teran has not raised any campaign funds according to her first two reports. She has reported spending $10,970.28 and giving herself an $11,000 campaign loan. In her Monday report, Teran reported not raising any campaign contributions and spending $7,386.85 on her campaign.
