Houston City Council approved an interlocal agreement related to construction on a new detention basin at its meeting Oct. 22, which would make room for more flood relief for residents in Southwest Houston.

The new detention basin is phase two of the Meyergrove Stormwater Detention Basin project. It will be located just west of the already-completed stormwater basins inside Loop 610 between Brays Bayou and North Braeswood Boulevard.

According to the meeting agenda, phase two will bring in around 8.1 additional acre-feet of water storage to reduce the risk of street flooding for residents in the North Braeswood Boulevard and Frankway Drive area. One acre-foot of water is equivalent to 325,851 gallons.

“This is the type of city-county partnership where we’re improving flood mitigation but also quality of life,” council member Abbie Kamin said at the meeting.

The Harris County Flood Control District completed construction on phase one of the Meyergrove Stormwater Detention Basin earlier this year, according to a Jan. 31 news release.

Phase one brought in 80 acre-feet of stormwater storage, equalling to about 27 million gallons of water. In addition to flood control in the lower portions of the Brays Bayou watershed, the project made way for new recreational trails and benches, according to the release.

Construction on phase one began in February 2024 with a cost of $19 million, according to a news release. According to previous Community Impact reporting, the project was funded through federal dollars in addition to funds from the Harris County Flood Control District’s 2018 bond program.

Kamin said they are using one million in secured ear marked funding left over for phase two.

What to expect

At the Oct. 22 city council meeting, Kamin said they’re almost done with design for phase two and anticipate a groundbreaking in the middle of 2026.

A staff member with Kamin’s office said the next step in this process for phase two is approval from the Harris County Commissioner’s Court.
