Bee Cave City Council approved a number of changes to The Village at Spanish Oaks mixed-use development at its Feb. 24 meeting.

Although the max building area for the 18-acre site is unchanged at 1.96 million square feet, the amendments do alter how many senior living, multifamily and hotel units are permitted. The changes also adjust roadway plans to include a roundabout and left-hand turn lanes, according to city documents.

“I think the changes are improvements over the previous plan,” Mayor Kara King said at the meeting.

The development is made up of 17 parcels, titled A-Q.

Parcel D is zoned for mixed-use, while Parcel E includes multifamily. Notable changes included increasing the total number of multifamily units from 250, as approved in the plan’s 2020 amendment, to 310. This amendment also altered the square footage of both parcels, decreasing Parcel D by 50,000 square feet and increasing Parcel E by 205,000 square feet.

Parcel A includes senior living, and Parcel B is zoned for multiuse, the bulk of which will include independent living, developer Jack Creveling said. Changes approved include 50 fewer senior living units total among the two parcels, with 100,000 less square feet on Parcel A and 95,000 more square feet on Parcel B if it’s used for senior living. This change also puts Parcel A 50 feet closer to Hwy. 71.

Parcel M is zoned for a hotel, with changes including 40,000 more square feet and 20 more hotel keys.

Council members also approved changes to traffic plans within the development, with traffic patterns feeding through a roundabout in the amendment.

(Courtesy city of Bee Cave)In addition to the roundabout, Creveling said the project will include two dedicated left-hand turn lanes to address concerns about mobility in the area. A protected left-hand turn could be online as early as December or January, Creveling said.

“We don’t want stacking there either,” Creveling said. “That was a change we were happy to make.”

Multiple residents spoke in support of a protected left-hand turn at the Spanish Oaks entrance, as residents only have one way in and out of the neighborhood.

“Turning left onto Hwy. 71 has long been a concern,” Spanish Oaks resident and HOA Director Josh Budwin said. “As to The Village project in general … we’re excited to see that project proceed. We don’t want to see any further delays in that project.”

Although looking forward to the development, resident William Ball said there are concerns about the proposed traffic solutions.

“Everything comes down to this one intersection,” resident William Ball said. “Based on the analysis we’ve done … there’s huge potential queue and spill back issues. I would encourage the city to consider that.”

What’s next?

The project will undergo a new traffic impact analysis to determine the traffic impact of the new parcel plans, and the development will need to be replatted and considered by the Planning and Zoning Commission.
