EL PASO, Texas (KFOX14/CBS4) — A Texas State Representative is looking to suspend the license of a 68-year-old El Paso dentist facing allegations of sexual assault of a child and child pornography.

On Monday, State Rep. Vincent Perez, who represents Texas House District 77 in El Paso, wrote a letter to the Texas State Board of Dental Examiners (TSBDE) requesting an emergency suspension of Dr. Oscar Vargas license, after he was arrested twice in February, once in Feb. 9 after allegations surfaced that he had sexually assaulted a child and then again on Feb. 24 charges of child pornography.

Both times, Vargas bonded out of jail and the TSBDE database continued to show his license was active.

Vargas is listed as a dentist at the Eastlake Dental Studio at 13001 Eastlake Blvd. in Far East El Paso.

In the letter, Perez tells the Board that while everyone is innocent until proven guilty and Vargas is entitled to due process under the law, the seriousness of the accusations raises concerns regarding whether his practice poses a threat to the public.

Perez writes:

Dental professionals regularly interact with minors and other vulnerable individuals in clinical settings that often involve private treatment rooms and positions of trust. Perez asks the Board to do three things:

Confirm whether an emergency review to temporarily suspend the dentist’s license has started. Review whether the statutory standard of a continuing threat to public welfare has been met.Take action and protect patients while ensuring full due process rights are preserved.

Vargas is being accused of feeding drugs, alcohol and sex enhancing drinks to an underage girl before sexually assaulting her in his home multiple times from July to November of 2025– recording the assaults with his cellphone.

According to the complaint affidavit, authorities searched Vargas’s cellphone after he was arrested on sexual assault charges involving a minor and reported finding 15 explicit recordings of the victim.

Investigators stated that based on the cellphone’s data, the images were taken or recorded in September 2025.

Investigators added that six of the photographs were taken in Vargas’s home while eight were taken in the victim’s house.

In Vargas’s cellphone, detectives also described finding text messages between the dentist and the minor.

In some texts, detectives said Vargas asked the minor for explicit images and he sent her nude pictures of himself; in others, when the victim tells him that she is sick, Vargas begs to see her, saying that he already rescheduled a patient and will lose $4,000 worth of treatments.

The investigation started on Jan. 28, after the mother of the victim, an underage girl, called the El Paso County Sheriff’s Office after she found lewd text messages and photographs on her daughter’s cellphone, reportedly sent from Vargas.

The mother told investigators that her daughter had gotten in trouble in school, and as a result, she took her daughter’s phone and found the inappropriate messages.

On Feb. 6, investigators interviewed the victim, who described how Vargas would allegedly cancel his patient appointments to pick her up from school after she would walk out.

The victim then said that Vargas would take her to his home, feed her marijuana edibles and make her take tequila shots and a sex enhancing drink identified as “pink pussycat” before sexually assaulting her.

Afterwards, the victim said Vargas would send her money through CashApp and recalled one time, he drove her to a Walgreens so the victim could take the “morning after pill” before dropping her back at the school.

The victim also alleged that Vargas would send her photos of his genitals and videos of him masturbating and that he recorded parts of the assaults with his cellphone.

Investigators listened to voicemails where Vargas would identify himself as “Oscar” and tell the victim that they had agreed that she was going to be “all his” after she turned 18.
