The City of Houston Municipal Courts Department is implementing a new jury management system designed to modernize and simplify the jury service experience for more than 70,000 Houston residents who are summoned each year.

The new system changes how jurors are summoned and compensated for their service. Traditional jury summons letters will be replaced with postcard-style summonses. The first week of jury service using the new summons format begins March 9, 2026.

Additionally, juror compensation of $6 per day — previously issued by a mailed check — will now be provided via debit cards distributed to jurors on the same day they report for jury service. These updates will streamline the juror experience while maintaining the integrity of the jury process.

Online Juror Portal and Communication Updates

Upon receiving a jury summons, potential jurors will be directed to respond online through a new juror portal. The portal allows individuals to complete their juror questionnaire and submit requests for exemptions or disqualifications conveniently online. Those unable to respond online may contact Jury Administration for assistance using the contact information provided on the summons.

Historically, most juror correspondence occurred through the mail. Under the new system, most communication will take place through the online portal, with an option for jurors to enroll in text message notifications. Enrolled jurors can expect status updates the same day or by the next business day.

All official jury summonses will continue to be sent by mail to initiate the jury service process.

The new summons can be identified by the City of Houston seal located at the top left corner and by the inclusion of a unique “Juror ID” number on the back of the postcard. Jurors may access the online portal by scanning the “Juror Access Website” QR code on the summons or by visiting https://juror-txhouston.ejm.tylerapp.com/.

Jury Service Scam Warning

The City of Houston Municipal Courts Department reminds residents that all jury service begins with an official summons sent by mail. The Department does not contact jurors by phone regarding jury service and will only send text messages to individuals who have voluntarily enrolled in text notifications.

If you receive a phone call or text message threatening arrest, fines, or requesting payment related to jury service, hang up immediately. Report the incident to the Houston Police Department non-emergency line at (713) 884-3131 and the Jury Hotline at (713) 247-8777.
