HARRIS COUNTY, Texas (KTRK) — Federal investigators said a British man knowingly broke U.S. election law in Harris County.

Samuel James Hall, described as a non-U.S. citizen, is accused of voting in the 2024 general election and casting ballots in races for president, vice president, the Senate, and the House of Representatives.

The Harris County Tax Assessor-Collector and Voter Registrar’s Office told ABC13 it first learned that Hall was on the voter rolls last June, seven months after the election.

Officials said they notified him and that Hall then cancelled his own registration.

The registrar said he was removed from the voter rolls and is not currently registered to vote in Harris County.

“As this is an ongoing investigation, we are unable to share more at this time and remain committed to ensuring that the voter registration rolls are up to date and that only eligible citizens are enrolled and part of the process,” the registrar said in a statement.

ABC13 asked how Hall was able to register to vote in the first place, since that is the key issue. We have not gotten an answer yet.

Last year, the Texas Secretary of State said it identified 33 people who may have illegally voted out of nearly 11.4 million ballots cast in that election. Thirty-three votes were ultimately not enough to change the outcome of that election.

In this case, the FBI’s Houston field office said Hall made his initial federal court appearance on Wednesday, where he pleaded not guilty.

Court documents show he posted bond.

Hall’s attorney declined to comment when ABC13 reached out, but his client now faces a penalty of up to one year in federal prison.
