City Council members approved the plan for the new taxing district that will help pay for public infrastructure improvements in far west Fort Worth’s Walsh development.

Fort Worth City Council approved the plan, which sets out planned improvements and how the TIF will pay for them, as part of the unanimous consent agenda at its March 10 meeting.

A council committee also discussed the project plan at a March 3 board meeting for the new Walsh Ranch Tax Increment Reinvestment Zone No. 18.

Texas law allows the creation of tax increment finance districts, which direct property tax revenue generated by the increase in valuations over a base year to pay for improvements.

“And then it’s important to note that all of those (tax increment) projects serve a regional area, and this is why this TIF was ultimately created,” Ori Fernandez, assistant economic development director for the city, told board members.

“We’re helping support all of that infrastructure because, as you all know, there’s a lot of growth out there, and there will be future growth and development out there.”

Proposed improvements within the district include:

Roadways
Sanitary sewer
Storm sewer
Water distribution
Open space and trails
Related costs, including contingency and engineering, legal, city and financing fees

Under the ordinance the council passed March 10, the city will contribute 50% of its tax increment to the Walsh Ranch TIF each year the TIF exists. If Tarrant and Parker counties enter into agreements to contribute 50% or more of their tax increments, then Fort Worth will raise its commitment to 65%.

The district, which the council created Nov. 11, will terminate Dec. 31, 2107.
