EL PASO, Texas (KTSM) — A man was arrested and charged this past Thursday, March 12, for illegal dumping near Horizon City, according to the El Paso County Sheriff’s Office.
The Sheriff’s Office says on Thursday, deputies were conducting an investigation into illegal dumping in the desert area near the intersection of Amherst Street and Horizon Boulevard.

While deputies were in the area, they received information about a man who was actively disposing of trash nearby.
Deputies found the man, who has been identified as 45-year-old Chesman Morales, and observed him dumping trash onto a dirt roadway in the area, the Sheriff’s Office said.
Morales was taken into custody and booked into the El Paso County Detention Facility for illegal dumping under a bond of $1,000.
“El Paso County has zero tolerance for illegal dumping,” Sheriff Oscar Ugarte said. “It damages our environment, creates health hazards, and impacts the quality of life in our neighborhoods. Our deputies will continue to proactively patrol and take enforcement action against those who choose to dump illegally.”
