The incident began around 2 p.m. on March 19, when officers attempted to pull over a vehicle along McCullough Avenue near East Rampart Drive after noticing mismatched license plates.
Police said Montalbo pulled into a parking lot and tried to run but was quickly taken into custody. He was handcuffed behind his back and placed in the back of a patrol car.
Investigators said Montalbo was alone in the vehicle when he pulled a handgun and shot himself. Officers returned moments later and found him with a gunshot wound to the head. He was pronounced dead at the scene.
It remains unclear whether proper search procedures were followed before he was placed in the patrol car.
