DALLAS, Ore. (KATU) — The Dallas Police Department and the Oregon Board of Massage Therapists began an investigation into criminal activity at Moon Spa in Dallas.

“On March 25, 2026, Dallas Police served a search and seizure warrant at the business for evidence of the criminal activity,” Dallas Police said in a statement.
Tsai Hsia Wu, 63, of Dallas, was arrested and has been charged with sexual abuse, promoting prostitution, prostitution, and practice of massage without a license.
