Harmony and Hazelnut were found together inside a kennel near a dumpster, dressed in small outfits with containers of food left beside them.

The situation quickly caught the attention of the City of San Antonio Animal Care Services, who say the moment was both heartbreaking and puzzling.
Despite the circumstances, there were signs the puppies had been cared for before.
Within a day, the pair was transferred to the Animal Defense League of Texas, where they are now continuing their journey toward finding permanent homes.
