Texas Water Development Board now accepting public input on 2027 State Water Plan

LUBBOCK, Texas (KCBD) – The Texas Water Development Board is now accepting public comments on the draft of its 2027 State Water Plan.

Submissions will be accepted until 5:00 p.m. on Friday, May 29.

The plan, released every five years, is based on assessments from 16 regional water planning groups, encompassing the projects they deem most urgent in the state.

This new draft was developed to support the 2026 State Water Implementation Fund for Texas.

“SWIFT” was created by the Texas Legislature to provide affordable, ongoing state financial assistance for projects in the state water plan. The program helps communities develop cost-effective water supplies by providing low-interest financing, extended repayment terms, deferred repayments, and incremental repurchase terms.

This initial draft includes the core elements required by statute and administrative rule. An enhanced version of the 2027 State Water Plan, anticipated as the first amendment in fall 2026, will provide more detailed and informative content and will include a separate public comment period.

Attend the in-person public hearing at 1:00 p.m. on Wednesday, May 27, in Room 170 of the Stephen F. Austin Building (1700 North Congress Avenue, Austin)

Participate virtually in the public hearing on Wednesday, May 27.

Individuals wishing to provide comments during the hearing must submit a visitor registration card by emailing SWPPublicComment@twdb.texas.gov by 12:00 p.m. on Wednesday, May 27, or register in person at the hearing.

After consideration of public comments, the Board will consider adopting the 2027 State Water Plan at a regularly noticed Texas Water Development Board meeting tentatively scheduled for July 2026.
