EL PASO, TEXAS (KFOX14/CBS4) — El Paso city leaders received an update during Monday’s City Council work session, where officials presented the city’s updated five-year Capital Improvement Plan for grant-funded projects. The plan details infrastructure and transportation improvements scheduled through 2030.

In Northeast El Paso, crews are already working on a project to extend Sean Haggerty Drive from Nathan Bay Drive to Dyer Street. The $34 million project includes a new four-lane bridge, bike lanes, sidewalks and a drainage system.
According to city officials, $23 million of the cost comes from the TxDOT and federal funds, with nearly $7 million from the City of El Paso and about $4 million from El Paso Water. The project broke ground in September and is expected to be completed by spring 2027.

On the East Side, a $5.6 million project is planned along North Yarbrough Drive, one of the city’s most crash-prone corridors according to the city. The project is funded through the Safe Streets and Roads for All Program, a federal initiative that supports local efforts to reduce serious and fatal crashes.
According to the city’s 2024 Capital Improvement Annual Report, the Yarbrough corridor ranks second in the region for bicycle and pedestrian crashes. City documents show the goal is to redesign the corridor to improve safety for all road users. Officials said the project is awaiting a finalized federal agreement under the Safe Streets and Roads for All Program, after which design and construction can begin.
