FABENS, Texas (KFOX14/CBS4) — Seven puppies found abandoned in a box in a desert area in Fabens have led to the arrest of a 54-year-old man on an animal cruelty charge, according to the El Paso County Sheriff’s Office.

On March 26, the El Paso County Animal Welfare Department responded to the 600 block of NE G Ave. in Fabens after receiving a report of abandoned puppies.

Officers found seven small puppies, estimated to be about three weeks old, and took them to the City of El Paso Animal Services for care and placement.

Detectives later identified Carlos Flores as the person responsible for abandoning the puppies.

Investigators said Flores was identified on April 13 with assistance from the community.

On April 24, detectives obtained an arrest warrant for Flores on a charge of cruelty to non-livestock animals. His bond was set at $10,000.

Authorities said Flores was arrested later that day and booked into the El Paso County Detention Facility.

“Animal cruelty is something we take very seriously,” Sheriff Oscar Ugarte said. “Those who harm or neglect animals will be held accountable, and we will continue working with our community to ensure the safety and well-being of all.”
