LUBBOCK, Texas (KCBD) – On Monday afternoon, Lubbock Police Chief Seth Herman provided an update on an officer-involved shooting over the weekend.
Chief Herman said LPD was called a little after 12 p.m. on Sunday for a civil standby at a house on the 3400 block of 38th St. The person asked for LPD to be present while they moved their belongings from the house after breaking up with 31-year-old Westley Russell.
The officer who responded met the caller and their brother at a business before going to the residence at 1:48 p.m. Herman said the officer, the caller and the brother legally went into the home where Russell became “extremely agitated.”
Russell then grabbed a nearby handgun and pointed it at the brother then the officer. The officer fired his gun and shot Russell “at least twice”. Herman said the officer immediately began to treat Russell but he wasn’t cooperating and refused medical help.
Russell was eventually taken to UMC once another officer arrived and was treated for his gunshot wounds.
After being released from the hospital, Russell was taken to the Lubbock County Detention Center and charged with aggravated assault. Herman said an additional charge may be added.
Russell has more than six encounters in the past with law enforcement, Herman said. The additional charge, Herman said depending on the investigation, could be a second aggravated assault charge or aggravated assault against a police officer.
The officer is on administrative leave while and internal investigation is ongoing per LPD policy. An additional standard investigation is ongoing by the Lubbock Metropolitan Crimes Unit.
