AUSTIN, Tx., October 31, 2025: With the end of food subsidies under the Supplemental Nutritional Assistance (SNAP) program, previously known as food stamps, starting tomorrow, El Paso State Representatives Mary González (D-75) and Vince Perez (D-77) helped form a Texas House Committee to address hunger in Texas. As we reported, around 143,000 El Pasoans will join millions of other Texans who will be losing food benefits starting tomorrow.
Although U.S. District Judge Indira Talwani is expected to order the Trump Administration to partially fund SNAP benefits with emergency funding later today, the funding will take time to deliver food subsidies to the recipients. That is assuming the Trump Administration does not appeal the judge’s order.
In response to the threat of hunger in Texas, 15 Texas House Representatives formed the House Committee on Texas Hunger Crisis. The committee is co-chaired by Rep. Toni Rose (D-110) and Rep. Armando Walle (D-140). Joining Rose and Walle are González and Perez. There are no Republicans on the committee.
The committee will be developing plans to prevent hunger in Texas, coordinate community response networks and demand action from Texas Gov. Greg Abbott.
Yesterday, the Texas House Democratic Caucus delivered a letter to Abbott.
The letter requests that the governor “declare a state of emergency and authorize the temporary use of state funds to maintain SNAP benefits for Texas households until the federal government resumes normal operations.”
The letter is signed by 57 Texas House Democrats, including González, Eddie Morales, Jr. (D-74), Joe Moody (D-78), Claudia Ordaz (D-79) and Perez from the El Paso delegation.
The U.S. Department of Agriculture, which oversees SNAP benefits, has $3 billion in a contingency fund that can be used to help fund SNAP until congress steps in. However, the Trump Administration argues the funds cannot be used during the federal shutdown.
The Democrat’s letter urges the Texas governor to declare an emergency, but the governor’s office has not yet responded to the request.
