Inmate who died at El Paso jail identified

EL PASO, Texas (KTSM) — The 38-year-old inmate who died at the El Paso County Jail Annex appeared to have suffered a seizure, according to a custodial death report obtained by KTSM 9 News on Thursday, May 21.

As KTSM previously reported, on Friday morning, May 8, detention staff at the East El Paso jail responded to a “medical emergency” involving an inmate, identified as Edward Tomas Moore.

Moore was incarcerated for aggravated assault with a deadly weapon, interfere with emergency request for assistance, and active arrest warrant or probation revocation for possession of a controlled substance, with a total bond of $225,000. According to the death report, Moore had been in jail since Sept. 11, 2025.

According to KTSM archives, Moore was arrested in December 2021 allegedly opening fire on a car and a person in Horizon City.

It was noted in the death report from the Texas Attorney General’s Office that Moore had pre-existing medical condition, but did not specify the exact condition. The results of the autopsy are also still pending.

At about 6:56 a.m. on Friday, Moore “appeared to suffer a possible seizure,” and medical staff was dispatched to his cell block. At 7:01 a.m., medical personnel arrived and began CPR with emergency medical services was activated.

At around 7:17 a.m., El Paso Fire/EMS arrived and continued life-saving measures. At 7:37 a.m., EMS transported Moore to Providence East Hospital, and he was pronounced dead at 7:53 a.m.

The El Paso County Sheriff’s Office said that the incident is under investigation by the Texas Rangers, the El Paso County Sheriff’s Office Major Crimes Unit, Internal Affairs, and the Texas Commission on Jail Standards. The investigation is ongoing.
