BRYAN, Texas (KBTX) – Texas parents now have a new tool to hold school districts accountable.
The Texas Education Agency has launched an online dashboard that shows educator misconduct reports, investigations, and disciplinary actions — including which educators have been banned from ever working in a Texas classroom again.
Levi Fuller, the state’s first Inspector General for Educator Misconduct, joined KBTX to explain what the new tool means for families.
“One of the things that at the TEA we’re trying to do is we’re trying to expand transparency for parents, advocates, schools, and school professionals, including superintendents, teachers,” Fuller said. “So one of these projects obviously is the dashboard that we are now releasing. It’s the educator misconduct reporting dashboard.”
The dashboard breaks down misconduct reports month by month, investigations by allegation type, State Board for Educator Certification sanctions, and placements on the state’s Do Not Hire Registry.
“On average, we are receiving about 1,674 misconduct reports,” Fuller said. “You can see our number of investigations. Not only that, but the investigations tab on the dashboard breaks it down into each individual type of allegation.”
Fuller explained how cases move through the system once a report is filed.
“The Office of the Inspector General will take cases that are given to us by our investigations division, who do a fantastic job. We then litigate those cases at the State Office of Administrative Hearings, and then we get their decision from what we call SOA and take it to the State Board of Educator Certifications, which makes the final determination on that educator’s certificate and whether or not they’ll be allowed back in school,” he said.
The Do Not Hire Registry, Fuller noted, extends beyond certified educators.
“This is a tool that the TEA utilizes. It can accompany an SBEC sanction, but in the case of someone who’s not certified, such as a school bus driver or an SRO, a student resource officer, they won’t receive action from SBEC, but rather through a commissioner role that has been delegated to me, in which case we have the authority under certain criteria to place someone on the do not hire registry,” Fuller said.
The dashboard is part of a broader push for transparency that also includes an overhaul of the agency’s quarterly disciplinary action reports. Those reports previously listed only an educator’s name, sanction, and the date it was imposed. They now include the type of sanction, when it starts and ends, whether the person is on the Do Not Hire Registry, and what school district they work in.
“The commissioner is very much of the mindset that the TEA has nothing to hide,” Fuller said. “We took a look at these numbers. We looked at this data and these facts. And we realized a lot of this stuff really is public information. Parents, advocates, and others in this space should not have to file a PIR to obtain this information. And that’s something that we’re trying to facilitate. We want people to come to our website and get a snapshot of what our school is.”
Fuller said more transparency products are in the works over the next year as part of what he described as a “holistic package.”
