Kylan Francis, P.E., was named the Lubbock District Engineer for the Texas Department of Transportation, the company announced this week. Her appointment marks a historic moment for TXDOT as she’s the first woman in the position and the 12th engineer for the district overall.
Francis is a Plainview area native. She is a graduate of Floydada (per the Floyd County Record) and began her career with TXDOT in its Plainview Area office in 2005, according to a news release shared by the company. Francis is a graduate of Texas Tech University with degrees in civil engineering and architecture. She earned her Professional Engineer license in May 2011.
Director of Transportation, Planning and Development and Deputy District Engineer, a role she was promoted to in 2025, are just a couple of roles she’s held within the company through the years. She is also credited with spearheading the Loop 88 project in Lubbock County, according to the news release.
In her new role, Francis is in charge of roadway maintenance, construction developments and transportation initiatives throughout the South Plains. The Lubbock district includes 17 counties.
