LUBBOCK, Texas (KCBD) – The Lubbock City Council voted down an ordinance that would have allowed residents to petition for alley paving in their neighborhoods.
The council held its second and final vote on the paving alley by petition ordinance. The program would have allowed property owners to start a petition on their block to hire the city to pave unpaved alleys in their neighborhoods. The council voted in opposition to the ordinance 6-1.
Mayor Mark McBrayer said he did not see the need for the ordinance.
“This is just forcing someone to have to pay for something, a paved alley they don’t want to pay for, a little reluctant to do that, and I think most of the council people were to, and it really is not that big of an issue, doesn’t come up that much,” McBrayer said. “But if the people really liked it the city would be on the hook for 10 percent and we wouldn’t know what that may be and we would have to make budget adjustments for that so I just didn’t see the advantage and I don’t think anybody saw the advantage of passing the ordinance at that point.”
McBrayer said residents who would like to get their alley paved can still come to the city’s public engineering department to ask questions on how to proceed.
Spay and neuter grant accepted
The council accepted a grant from the Texas Department of State Health Services for the Texas Spay and Neuter Program Grant Fund. Lubbock Animal Services is one of 38 organizations selected to receive grant funds from the state to tackle pet overpopulation.
Lubbock Animal Services will receive $150,000, which is about 1,500 spay and neuter vouchers. McBrayer said the grant will help address the stray animal issue in Lubbock.
“If we can spay and neuter more dogs or animals or cats, we have less of a loose animal problem in the city, which most people are concerned about because lose animals, especially dogs are a public safety threat to our public, so it’s just one of the ways to try and get better control of that situation,” McBrayer said.
The city council also held its first vote on an ordinance to establish school zones and speed limits on Norfolk Avenue between 130th and 136th Street, as well as 135th Street between Quaker Avenue and Memphis Avenue, to enforce reduced speed limits and keep students safe.
