El Paso County is seeking experienced contractors to take on a major roadway rebuild in far East El Paso, a project officials say will improve safety and strengthen connectivity between Horizon City and Montana Vista.
The county has opened a construction sealed bid process for the Ascension Roadway Reconstruction Project, which will completely rebuild a highly trafficked roadway.
The county said it aims to partner with a qualified firm that can maintain continuous, seamless operations throughout construction.
Contractors have until noon Thursday, Aug. 6, to submit written questions.
Questions must be submitted through the “Question” tab of the county’s e-bidding system or emailed to bidquestions@epcounty.com.
If emailed, the bid number and title must be included in the subject line. The county said all questions and responses will be posted online and available for download after the questions deadline.
Bids are scheduled to open by 2 p.m. Thursday, Aug. 20, 2026. Responses must be submitted either as hard copies to the El Paso County Purchasing Office at 800 E. Overland Ave., Suite 300, El Paso, TX 79901, or electronically through the county’s bidding portal at epcountypurchasing.ionwave.net.
Interested contractors can obtain the complete bid package by visiting epcountypurchasing.ionwave.net and clicking on “Current Bids.”
El Paso County described the construction sealed bid, also known as an Invitation for Bids, as a competitive procurement method used to obtain construction services. Contracts are generally awarded to the lowest responsive and responsible bidder who meets all requirements outlined in the solicitation.
