A 17-year-old has been arrested in connection with a shooting outside District 2 Councilman Jalen McKee-Rodriguez’s East Side field office that left one person with a graze wound. 

Emmanuel James Williams was charged with three counts of aggravated assault with a deadly weapon, court records show.

The shooting happened Thursday afternoon in the 2900 block of East Commerce Street. A civic campus in that block includes Lincoln Park, baseball fields, walking trails, a public health clinic and the Claude Black Community Center, where McKee-Rodriguez’s field office is located. 

According to a preliminary police report, Williams, 17, and a 22-year-old man had an argument that became physical. Police said Williams began shooting at the other man, who suffered minor injuries. 

Williams took off but was arrested later.

In a statement, the San Antonio Police Department said the shooting posed no continuing threat to the public. 

“One person has been taken into custody in connection with this incident,” SAPD said. “We understand the concern of our community members that frequent this park and community center. To this end, Park Police have increased patrols in the area. We commend the swift action of Park Police, our officers and other first responders. This remains an active investigation.”

“I am deeply grateful that no members of my staff, visitors to our office, or the children impacted by the incident suffered serious injuries,” McKee-Rodriguez said. “My thoughts are with everyone affected, including the individual who was grazed by gunfire, and am thankful for the swift response of the San Antonio Police Department and first responders.

“The safety of our team and everyone who visits our office is my highest priority. We will be reviewing and strengthening security measures at our field office, and team members who witnessed today’s events will have (Friday) off, at minimum, while we connect them with the resources and support they need,” he said.

The councilman, sounding a favorite theme of his, said the incident highlights the need to invest in violence prevention, mental health services, youth opportunities, conflict resolution and other program to address the root causes of violence.
