Heavy rain that moved through East El Paso on Saturday triggered major flooding along Montana Avenue near Justice and Tierra Este Road, leaving some drivers stranded in high water.
The Texas Department of Transportation said the flooding happened because a drainage installation is still in progress in an active construction zone.
TxDOT said some cars became stuck in the water and had to be assisted out.
A TxDOT spokesperson said the project contractor responded after the flooding and worked to clear water once three temporary holding ponds overflowed.
TxDOT said the permanent drainage system for the roadway project is expected to be installed by the end of the year, which the agency said will help prevent future potential flooding.
